Dr. Hall was raised in Rockford, Illinois, his entire family at one time working in the public sector. Like his father and uncle did many years before him, he joined the Rockford Police Department in 1968. In 1985 he placed second in the International Association of Chief's of Police Assessment Center testing for the position of Chief of Police and while feeling honored at the time, is now profoundly grateful he was not appointed. Following a work related injury he retired on a duty-disability in 1990. During his years in law enforcement he was able to complete his BS, MALS, and complete his MBA while off duty. Not content to sit at home, Dr. Hall went on to complete his PhD at Florida Atlantic University with a concentration in public finance. His college teaching experience covers part and full time teaching with over 27 years experience at Rock Valley Community College, Florida Atlantic University, Nova Southeastern University, Austin Peay State University, and since late 2005, for Troy University, Clarksville, Tennessee. When living in Fort Lauderdale Dr. Hall obtained U.S. Coast Guard Certifications through completion of the long courses in Boating Safety, Off-Shore/Coastal Navigation, and Advanced Off-Shore Navigation allowing him to operate a yacht up to 60 feet.
